Introduction1.1 BackgroundThis Business and Technical Specification describes those data items that the DCSF propose to collect in the first Annual School Workforce Census (SWF), in Autumn 2010. There are three levels of collection in the new annual collection: School Workforce Level (the collection of data on individual staff members) see Sections 2 and 3 of this specification; School Level (the collection of headcount data for certain categories of information); and LA Level (the collection of headcount data for certain categories of staff) see Section 4 of this specification. The Reference Date for the first Annual School Workforce Census will be the same as that for the Autumn School Census i.e. the first Thursday in October 2010. Therefore the Census Reference Date will be the first Thursday in October (7th October 2010), although the collection will officially start on the third Thursday (21 October). The DCSF appreciates that, for most schools, half term falls in the collecting period, so we plan to open the collection unofficially on the second Thursday in October to allow early returns. 1.2 This document and its relationship to other technical documentationThis 2010 Annual School Workforce Census Business and Technical Specification details the technical requirements for those data items which need to be extracted from School Management Information Systems (MIS) and LA HR/Payroll systems, and consists of this specification and the associated CBDS items.
