Management The Study on Problems and Countermeasures concerning Pension for Landless Farmers in Shijiazhuang City Candidate： Tang Shanshan Supervisor： Prof. Cheng Xinxuan Academic Degree Applied for： Master of Management Specialty： Social Security University： Hebei University Date of Oral Examination： May, 2012 摘 要 I 摘 要 土地，自古以来就是人们赖以生存和发展的物质基础。随着现代工业文明的发展， 我国的市场经济飞速发展，我国城市规模日益扩大，城市化进程逐步加快，越来越多的 土地被征用。在城市化过程中失地农民作为一个新的群体产生了。在失地农民日益增多 的形势下，应该探讨如何能够保障失地农民的生存权和发展权。由于城乡的二元结构以 及社会保障制度的不完善，严重影响了失地农民的生计和可持续发展。党中央和国务院 也一直高度重视失地农民的社会保障问题，从 2004 年起先后出台了多项政策完善失地 农民的社会保障制度。根据农村社保报告，截止到 2009 年 9 月底，全国有 29 个省、市、 自治区、直辖市，出台了失地农民社会保障实施办法，有 1300 多万失地农民纳入养老 保障或者基本生活保障制度。然而，在失地农民社会保障办法的实施过程中，还是出现 了很多问题使得失地农民的社会保障并不到位，还有很多失地农民并没有参加社会保 障。失地农民面临着严峻的生存难题，养老和医疗等问题依然难以解决。 本文主要研究了石家庄失地农民养老保险的现状， 并对石家庄失地农民养老保险的 实施提出了对策建议。首先对文中涉及的失地农民的概念进行了界定，阐述了建立失地 农民养老保险的基础理论，主要有公共产品理论，公平和效率的理论。继而文章又指出 了石家庄建立失地农民养老保险的必要性和可行性，农民失去了赖以生存的土地，出于 统筹城乡的考虑，使得建立失地农民的养老保险来保障失地农民的未来生活成为了必 要； 而失地农民身份转换的愿望和政府的财政实力的增强又为失地农民建立养老保险又 提供了可行性。 在此基础上作者结合实际情对石家庄失地农民的现状和失地农民养老保 险的现状进行了阐述。指出失地农民的现状为文化水平偏低，生活和就业存在困难。接 下来对石家庄失地农民养老保险制度实施过程中出现的问题进行了梳理分析， 指出主要 有四个方面的问题，分别为失地农民的负担能力有限，个人缴费的比例较高，政府的重 视程度不够和失地农民自我保护的意识薄弱，制度设计上存在着缺陷。文章的最后提出 如何完善失地农民养老保险的政策建议。第一从制度的发展水平，与现行制度的衔接， 和法制化三个方面提出要完善失地农民养老保险的制度； 第二具体提出了完善石家庄失 地农民养老保险的对策建议，如合理区分保障对象，完善筹资模式等；最后提出还要完 善其他配套措施来补充失地农民养老保险的不足，如完善征地补偿政策，积极推动失地 摘 要 II 农民就业等。 关键词 失地农民 失地农民养老保险 社会保障 Abstract III Abstract Land has been the living basic of human beings since ancient times. With the developing of modern industrial civilization, the Market Economy of China is rapidly being improved, where urban area is enlarging, the pace of urbanization is fast and, as a result, more and more land has been expropriated. Therefore, in the process of urbanization, landless farmers appear in the society as a new group. The existence of landless farmers is inevitable through of on-going of history, and we can not deny the role of them. On the contrary, we should figure out the countermeasures of how to ensure the living and developing right of landless farmers whose quantity is continuingly increasing. In China, the two-factor economic system and the shortcomings of social security system deeply influence the life and sustainable development of landless farmers. CPC Central Committee and State Council attach great importance to the social security of landless farmers, putting forward a series of policies on perfecting the social security system of landless farmers since 2004. Based on the countryside social security report, 29 provinces, autonomous regions, municipalities, prefectures (cities) and counties have put forward policies on social security of farmers without land until Sep, 2009, and more than 1,300 landless farmers have come under the coverage of pension or basic living security system. However, there are many barriers in the process of implementing landless farmers social security methods, which block the perfecting of social security system, overlooking a lot of landless farmers. And they are facing fierce living, old-age and medical treatment problems. This essay is mainly about the present condition of landless farmers pension policy in Shijiazhuang city, presenting countermeasures and advice on the implementation of pension for farmers without land. The first part is about the distinction of notions related to land-lost farmers, presenting basic theories of land-lost farmers pension system which are mainly about public product theory and fairness and efficiency theory. Then, this article elaborates the necessity and feasibility of establishing a pension system for land-lost farmers in Shijiazhuang city. Farmers lose land that they are living by and considering the coordination of rural and urban, we have to know that construct a pension system for land-lost farmers to ensure their future life is very necessary. Furthermore, farmers desire of identity conversion and strong financial power enhance the feasibility of this project. On this basis, the author elaborates the present condition of land-lost farmers and the construction of land-lost farmers Abstract IV endowment insurance system in Shijiazhuang city, indicating that landless farmers are in a low living standard, facing difficulties from life and employment. Then, the following part is about problems that we may come across in the process of implementing pension system for landless farmers. And mainly, there are four aspects, lacking of fund; the paying percentage of farmers is too high; the government as well
