Protecting world heritage and Sustainable development are two aspects of the city individuality developing. Through a case study on BeiShan Road historic and cultural district protection in Hangzhou, the paper tries to find a way to create the individuality city. This paper introduces conservation of historic districts home and overseas, provides that conservation of historic sites falls into three categories which are historic buildings, historic districts, historic and cultural citiesThe historic districts in a city is the main site where reflects the development of city history, reveals the citys culture, and advances the mutual intercourse of townspeople. This paper expounds the history and present conditions of historic and cultural district and related theories about historic and cultural district. Take an example of BeiShan Road historic and cultural district in Hangzhou, this paper discusses the modes of the urban conservation and renewal in the new era. It recommends to extend historic and cultural district common ideas and policy and content for the current and future protection. The paper proposes that it is necessary to establish institution in the public participation of urban planning and discusses the evolution of typology and GIS Technology as well as its application in the conservation of the historic districts.
