中国海洋大学硕士学位论文生态资本支持下的区域经济增长研究以山东近海七地市为 例姓名：赵志远申请学位级别：硕士专业：区域经济学指导教师：马彩华；戴桂林20120602生态资本支持下的区域经济增长研究 一以山东近海七地市为倒摘要工业革命以来，生态资本一直支持着人类经济及社会的膨胀式发展，但由于 对生态资源过分的开采及浪费，生态资本的存量不断减少，服务经济社会的效力 不断降低。世界性的生态环境问题越发凸显，越来越多的人开始对传统的经济增 长模式进行反思。将生态资本列入经济增长这一做法已经逐渐被学界所认可。本论文研究内容主要包括以下几个方面。 第一，阐释了生态资本的定义、特性和作用，分析了生态因素在影响经济发展过程中的作用，尝试探究不同数量、分布、类型的生态资本对地方经济的支持 作用，以及不同类型的生态资本间的相互关系。第二，本文在前人研究的基础上，将生态资本项引入新古典经济增长模型并 对该模型进行了改进。同时利用该模型计算了山东近海七地市(滨州、东营、潍 坊、烟台、威海、青岛、日照)各自的技术进步与创新因子，以期为各市的技术 进步与创新能力提供参考支撑，也能为山东“十二五”建设献计献策。第三，以生态资本为基础，提高区域创新型增长能力，是山东经济发展的必 由之路。本章经过相关数据分析，其主要结论是山东近海城市的区域创新式增长 能力存在一定的差异，以2003-2009年的年平均技术进步速度为例进行分析比较 可以发现青岛市居于榜首，所占比例为1441。其余6近海城市从大到小排序 依次为威海、东营、烟台、滨州、日照、潍坊的结论。第四，通过计算得到近海七地市五项生态资本服务(养殖生产、捕捞生产、 渔业生产、废弃物处理、休闲娱乐)分别在当地经济中所占份额，证实了休闲娱 乐与养殖生产之间存在的负相关关系，以及休闲娱乐与废弃物处理之间存在的正 相关关系。并基于两种相关关系，建议慎重推广农家乐休闲垂钓、加大力度做好 旅游区卫生清洁工作以同时提高休闲娱乐与废弃物处理价值。第五，生态资本支持下的经济发展分析，主要以生态资本与经济、社会体系 的相互作用、加入生态资本因素后的经济增长模型为基础，通过实证分析得到山 东近海生态资本与地方经济的相关性。同时经过分析得出山东近海七地市中每一个城市单位生物资源所支持的养殖价值、捕捞生产价值、渔业产值，结果为潍坊、-滨州为支持值较高的城市。 最后，本论文针对以上章节分析，提出了相应的对策建议。即加强生态资本投资，提高自然资源基本生产率，减少废料生产，发展服务经济、流通经济，建 立官员绿色GDP考核机制。所做一切目的为，通过增加山东省近海生态资本，减 少资源消耗，促进全社会经济与环境协调发展。本论文戗新点主要体现在以下两个方面： 第一，将生态资本项引入新古典经济模型，并尝试对山东近海七地市做了创新型增长能力实证研究。 第二，尝试利用生态资本评估方法测算山东近海生态资本各项服务价值，对山东近海各项生态资本存量及服务价值进行比例分析、支撑力分析和回归分析。关键词：生态资本；经济增长；山东近海七地市；海洋生态资本UResearch on Regional Economic Growth Based on Ecological Capital-A Case Study in the Seven Coastal Cities of ShandongAbstractSince the Industrial Revolution，the ecological c却ital haS been supporting the expansion of human economic and social development，but the stock of ecological capital is declining and the effectiveness of the service of economic and Social isfacing continuous reduction due t6 over-exploitation and waste of ecological resourcesAs a result，there appear worldwide ecological and environmental problems gradually,and more and more people began to rethink the traditional model of economic growthEcological capital should be taken account into the economic growth formula,which has become the consensus in academic circles graduallyThe research process and technical methods applied in this study are as foilows：The first，the definition，characteristics and functions of the ecological capitals were illustrated，and the role of ecological factors affecting the economic development process is analyzedWe explore the support and influence of ecological capitals with different amount，distribution，and types on local economy,and then research the relationship between ecological capitals with different typesThe second，the innovation in this study is that the ecological capital is introduced into neo。classical model of economic growth，based on which we calculate the technical progress and innovation factors of the seven coastal cities in Shandong(Binzhou，Dongying，Weifang，Yantai，Weihai，Qingdao，Rizhao)It will provide reference to technological advance and innovation capability in these cities respectively and offer advice to the Twelfth Fiveyear Construction for ShandongThe third，improving the innovation capacity for growth based on ecologicalcapital is the only way for the 6condmic growth in ShandongRegional Innovation Capability of coastal cities in Shandong is different，and by taking the data from 2003 to 2009 as example，we Call find that the annual average speed of technological progress in Qingdao is 1 44 1，which is the highest in the seven cities mentioned aboveThe other six coastal cities is Weihai，Dongying，Yantai，Binzhou，硒zlla0 andWeifang ranging from high to low儿IThe fourth，。negative correlation between entert,agnment and aquaculture production,_and positive。correlation between entertainmen?t and waste disposal is verified by calculating the percents that the five ecological capital services(aquaculture production，fishing production，fishery production，waste disposal，entertainment)in the seven cities accounts for in local economy respectivelyBased on the two kinds of relations above，it is suggested that farm tourism like recreational fishing should be restricted，and the clean and health work in tourism area should be enhanced to improve the value of entertainment and waste disposal simultaneouslyThe fifth，economic development analyses supported by ecological capital are based on two aspectsOne is the interaction between ecological capital and economic and social systemThe other is economic growth model that is associated witll thefactor of ecological capitalThe correlation between ecological capital of Shandongoffshore and territorial economy by empirical analysis is obtainedWe conclude the value of aquaculture production，fishing production，output of fishery supported by the unit of biological resources in each of the seven c
