Focus on Energy,CSWEA / EPA Energy Workshop December 4, 2019 Madison, Wisconsin Focus on Energy SAIC Joseph Cantwell, P.E.,Presentation Outline,Focus Program EPA Tools Implementation Savings Best Practices,Focus on Energy Program Structure,Publicprivate partnership offering energy information and services Contracted by Statewide Energy Efficiency and Renewable Administration (SEERA), which the energy utilities formed to fulfill their obligations under Act 141 Overseen by the Public Service Commission of Wisconsin. Funded by the Utility Public Benefits fund created by the Wisconsin State Legislature in 2019 as part of the Reliability 2000 initiative.,Focus on Energy Overview,Residential, Business and Renewable Energy Programs Single and multifamily homes Commercial, Industrial, Agricultural and School/Government buildings programs Serves over 1,000,000 customers of 89 utilities throughout Wisconsin. Saved 1.2 billion kWh and more than 63 million therms since 2019 We provide education, technical expertise and financial assistance,Goals and Objectives,Obtain energy resources (resource acquisition) Promote market transformation Promote energy efficiency (EE) and renewable energy Encourage adoption of EE practices Involve both end-users and key service and equipment providers Increase end-user demand for EE Provide education and training,Focus Mission,Accelerate the rate of energy efficiency improvement in Wisconsin by supporting energy efficiency projects that otherwise would not get completed.,Why?,Why energy? Limited resource Costs are increasing Major component of facility budgets Can be managed,Why water and wastewater(W/WW)? Facilities consume 35 percent of energy used by municipalities Operation is 24/7 W/WW energy costs are $9 billion per year W/WW consumes 70 billion kWh per year,Economic Benefits of Efficiency,Reduces the need for new power plants New power plant cost $2,500/kW Efficiency program cost $500/kW Reduced environmental impacts, including $,Focus on EnergyA Part of the Solution,The program. Program funds come from the ratepayers (average is 1.2% of rates) Trade-off is paying 10 to 15% rate increases to pay for more $2,500 per kW power plants verses Focus on Energy at $400 per kW,How Does It Work?,Prescriptive/Direct Incentives Custom Incentives/Grants Technical Support Feasibility Study Grants Information & Education,Energy Costs,Ref.: EPA Manual,Ensuring a Sustainable Future:An Energy Management Guidebook for Wastewater and Water Utilitiesepa.gov/waterinfrastructure/bettermanagement_energy.html Energy Star energystar.gov/index.cfm?c=government.wastewater_drinking_water,EPA Guidebook,Plan Session 1: Getting Ready Session 2: Assessing current Energy Baseline Status Session 3: Establishing an Energy Vision and Priorities for Improvement Session 4: Identifying Energy Objectives and Targets DO Session 5: Implementing Energy Improvement Programs and Building a Management System to Support them Check & Act Session 6: Monitoring and Measuring Your Energy Improvement Management Programs Session 7: Maintaining Your Energy Improvement Programs,Energy Baseline,Find out where youre at (baseline).so you can figure out where you want to go (benchmark).,Water/Wastewater Approach,Site surveys Data requested Discussions with operators Assessment approach Assessment report,Assessment Approach,Explore major energy uses Address facility operations Modify/adjust operations Level of interest of operator,Acceptance of assessment Cooperation to implement,Pumping,Pumping Assessment,Pump performance curve Drive (if applicable) Motor specifications Design information Amp draw (field-measured) Existing flow conditions Discussion with operations personnel System components Static Dynamic conveyance configuration,Pumping System Efficiency,5 to 80%,Energy Savings at Northern Moraine WWTF,Village of Palmyra WWTF,Energy Baseline - Wastewater,Energy Management Best Practices,Energy Management in the Real World,“Ill bet you cant find any energy savings at my facility.” “I know there are no energy savings available at my facility because I already have fine bubble diffusers.” “When I became Superintendent that motor was running, so I keep it running even though I dont know what it does.” “The Mayor told me I have to use the equipment we already have because we paid for it.” “Why modify anything? The system has run this way from the start up and we are meeting our discharge limits.” “Its not required, why bother?”,The Wisconsin Department of Natural Resources (WDNR) recognizes the importance of increasing energy efficiency at water and wastewater facilities and generally endorses the goals and recommendations of the Water and Wastewater Energy Best Practice Guidebook. Although the Department strongly supports energy conservation, providing necessary treatment (with a reasonable factor of safety to ensure reliability) and attainment of all regulatory requirements must not be sacrificed as a result of seeking en
