硕 士 学 位 论 文 地方传统文化发展的价值观分析地方传统文化发展的价值观分析 以神木县为例以神木县为例 刘 莉 导师姓名职称 关峰 副教授 申请学位级别 管理学硕士 学科专业名称 行政管理 论文提交日期 2012 年 05 月 25 日 论文答辩日期 2012 年 05 月 28 日 学位授予单位 长安大学 分类号：G02 10710-2009111090 The Analyses to the Value Sense of the Development of the Local Traditional Culture Taking Shenmu County for Example A Dissertation Submitted for the Degree of Master Candidate: Liu Li Supervisor：Guan Feng Changan University, Xian, China i 摘 要 改革开放以来，随着人们价值观的转变，我们对传统文化发展特别是地方传统文化 的发展方向与路径都必须进行反思。文化的发展是由人们的价值观来指导的。面对全球 化带来的多元文化特别是消费文化，人们主体意识增强的同时，传统价值观呈现日益沦 落、混乱甚至扭曲的态势，造成文化发展基础的不稳固、文化特色的不充分和相对于经 济的滞后发展的不良后果。整体、群体与忠义等根本的重要的传统观点不是主流思想， 而价值观多元化造成的观念极端化甚至利己主义的盛行，最终导致传统文化的丧失、传 统价值的逐渐扭曲、混乱。 为解除这一危机，本文通过对神木县传统文化发展工作及浅析，揭示传统价值观对 文化发展的积极指导，指出通过地方传统价值观的建设指导地方传统文化的发展，从而 推进政府文化管理进程。地方政府必须积极注重民生建设特别是文化发展的同时，着重 以传统优秀价值观为指导，借鉴地区传统文化发展有益经验，加快建设传统价值观，保 护并宣传传统优秀价值观，摈弃政府成员及社会群众的极端主义，实现以传统价值观为 主导，以传统文化与现代文明适当融合为路径，以共同价值认同的形成为目标，推动地 方传统文化发展，完善文化管理。也就是说，地方政府要基于传统价值观建设，实现地 方传统文化的发展。最重要的是，地方政府既促进传统的群体、忠义等价值观的复苏， 也将传统文化与现代文明、 地区特色合理结合， 诸如文化产业的发展、 文化制度的确立， 发展传统特色文化，来完善传统文化发展，最终建立地方传统文化发展的长效机制。 为了解新时期地方传统文化发展的路径、文化对个体价值观的影响、传统文化与现 代文化的发展趋势及地方政府的文化管理，本文主要从传统价值观的角度出发，分析传 统价值观及其在地方传统文化发展中的重要性，探讨忽视传统价值观而导致的问题，提 出传统价值观对地方传统文化建设的指导及基础作用。文献调研法，实例研究法，是本 文主要的研究方法。传统价值观的建设，是构建传统文化发展机制的重要基础，更是发 扬优良传统文化及价值观，构建和谐文化的必要环节。 关键词：价值观，传统文化，现代文化，消费文化 ii Abstract Since the beginning of reform and opening up, as the change of people value sense, we have to reconsider the development of our traditional culture, particularly the direction and path of development about local traditional culture. Cultural development is guided by value sense. With the diverse culture posed by globalization, particularly the consumption culture, while the subjective consciousness of people is awaked, the situation of reduction, confusion and even distortion about traditional values sense increasingly, will cause that the foundation of cultural development is unstable cultural characteristics is not sufficient and the adverse consequences of lag development turn out in relation to the economy. Fundamental and important traditional view including entirety, groups and loyalty is not a mainstream, in turn; extreme value created by diverse culture and even the concept of self-interest is prevailing, eventually leading to loss of traditional culture, and the confusion and distortion of traditional value sense gradually. To lift this crisis, this article revealed positive guidance of traditional value sense on cultural development, pointed out the process advancement of cultural management based on that guidance of the construction of the traditional value sense on local cultural development from the analyses on the work of traditional cultural development at Shenmu County. while the local Government must actively consider livelihood construction especially the culture development, take focuses on speeding up about the construction of traditional culture value sense, protection and publicity about traditional excellent value sense, abandoning extremism of government members and the social masses based on guidance of excellent traditional value sense and useful experience referred to development of local traditional culture, in order to promote the development of local traditional culture and improve the cultural management, considering the leading of the traditional value sense, the path of appropriate fusion of traditional culture and modern civilization, and the target about formation of common value identity. In other words, the local government achieves development of local traditional culture, based on the building of traditional value sense. The most important is, local government should promote the recovery of traditional value sense such as groups iii loyalty and so on, form a reasonable combination of traditional culture, the local features and modern civilization also, which includes the establishment of the cultural system and development of cultural industry in order to develop the features of the traditional culture and improve development of the traditional culture, eventually establish long effective mechanism of local traditional culture. In the new period, for understanding the path of development of local traditional culture, the impact of culture on the individual value sense, the development trend of traditional culture and modern culture and cultural management of the local government, This article analyzed value sense of traditional culture which is important in the development of local traditional culture, from the point of traditional value sense, explored the problems caused by ignoring the traditional value sense, and proposed value sense of traditional culture made on role of guiding and foundation in the construction of local traditional culture.
