城镇扩张与农村居民点整合的互动研究城镇扩张与农村居民点整合的互动研究以北京市以北京市房山区为例房山区为例-硕士论文硕士论文中文摘要 我国作为一个发展中国家,在社会发展过程中,对经济效益、工业化和城市化的强烈诉求,使开发主义、城市主义等成为一种意识形态,导致了部分城镇的过分扩张,同时引发了一系列的城乡建设用地间的矛盾。房山区作为北京市郊区,在社会经济不断发展的同时,也存在着越来越尖锐的土地供需矛盾。一方面,城镇用地处于无序地扩张之中,用地需求较大;另一方面,农村居民点用地则存在着用地散乱、粗放等问题,具有较大的用地潜力。城镇扩张与农村居民点整合各自发展,城乡建设用地发展不协调。如何处理城镇扩张和农村居民点整合的关系,使其达到良性互动,这是缓解当前严峻的用地压力、促进科学用地和我国城市化健康发展的重要途径。这也是此轮土地利用总体规划修编中, “如何优化城乡用地结构和布局问题”的表现之一。因此,研究城镇扩张和农村居民点整合之间的关系具有重要意义。 本文选择了北京市房山区作为研究案例区,共分了四个部分: 第一部分为引言,主要介绍了研究背景及意义、研究区域的背景特征、研究方法与思路、研究目标与内容以及资料收集与整理;界定了相关内涵和研究范围;概括了国内外的相关研究成果;并且总结了本文的创新所在。 第二部分即第 2 章,主要通过对房山区城镇用地和农村居民点用地的演变分析,总结出了城镇用地和农村居民点用地存在的问题,在此基础上对城镇扩张与农村居民点整合互动的趋向性和必要性进行了分析。 第三部分为第 3 章、第 4 章和第 5 章。第 3 章构建了城镇扩张和农村居民点整合互动系统,并对其结构进行了时空变化分析,得到实施“城镇用地增加和农村居民点减少相挂钩”是促进城镇扩张和农村居民点整合互动的有效途径;第 4 章采用 SPSS 聚类和灰色星座聚类分析法,对所选取的挂钩影响因素进行聚类分析,将全区划分成了三个区域来实施“挂钩” ,并且因地制宜,制定了相应的“挂钩”模式;第 5 章从资金管理、技术、政策制度和相关利益机制四个方面研究了城镇扩张和农村居民点整合互动的保障机制。 第四部分为本文的结论和讨论,总结了本研究的四点结论和四方面的不足。 本研究仅为对城镇扩张与农村居民点整合互动的初步探索性的研究,还有待于I 进一步地结合实践,展开更深入的研究。关键词:城镇扩张,农村居民点整合,互动,挂钩 IIAbstract Abstract:As a developing country, China is so full of enthusiasm about economic efficiency, industrialization and urbanization strongly that the exploitablism and urbanism became a kind of ideology. The strong aspiration of urbanization brought on the over expanding of some cities and the conflicts between urban land and rural land. As a suburb of Beijing, at the same time of social economic development Fangshan district is confronted with more and more heavier conflicts. One the one hand, the urban land is on the out-of-order dilation, the land demand is very great; on the other hand, the rural residential land are used extensively and disheveled, and there is great potential to be improved. The development between Urban and rural construction land is unbalance. “How to deal with the relation between Urban expanding and Rural Residential Land Consolidation and make them have a positiveinteraction” is the important solution to relieve the current austere stress of land use, to promote the scientific use of land, and to improve the urbanization of China. This is also one exhibition of “How to rationalize in the structure and location of the urban and rural land” in this new round revision on the planning. Therefore, it is very important to study the relation between city expanding and rural residential land adjustmentThe study selects Fangshan District as the studied district. Chapter 3 constructs the interaction system between city expanding and rural residential land adjustment, and then it analyses the change of the structure of that system, and finds that to make the increase of urban land and the decrease of rural settlements land be linked is the effective way to promote the interaction between city expanding and rural residential land adjustment; With SPSS and grey constellation cluster analysis, Chapter 4 analyses the selective influencing factors and divides the whole district into three regions.
