上海交通大学 MPA 学位论文 江苏省大学生就业政策研究 I 江苏省大学生就业政策研究 摘 要 现阶段,伴随着我国高等教育培养规模的迅猛发展,大学生就业中暴露出的问题越来越多,也越来越复杂。江苏作为教育大省,高等学校的数量和在校大学生人数均居全国首位, 省内毕业生人数增量和总量庞大;同时,江苏还是经济大省,外省高校的江苏生源大多回省就业,外省生源毕业生大量涌入,再加上全球性经济危机对江苏省实体经济的直接影响冲击了就业市场,就业形势不容乐观。此外,江苏省大学生就业中还存在着结构性矛盾大、 灵活就业率居高不下影响就业质量以及部分毕业生就业预期与市场差距较大等问题。 为了切实解决大学生就业当中的问题,缓解大学生的就业压力,确保经济社会的和谐、可持续发展,维护社会稳定,江苏省在国家的大学生就业政策框架上,出台了一系列促进大学生就业的政策,初步形成了江苏省大学生的就业政策体系。 这些政策的推行一定程度上缓解了江苏省大学生的就业压力,解决了大学生就业中的一些突出问题,但是并没有能够达到预期效果,有些政策还未能真正落实,成为影响大学生就业的障碍。究其原因,主要在于:政策缺乏创新性,不能体现出地区特点;政策不够健全,可行性不强;政策调节水平低,上海交通大学 MPA 学位论文 江苏省大学生就业政策研究 II 影响政策作用的发挥;政策配套措施不完善;政策执行存在偏失;政策落实中高校的主导作用发挥不明显等等。 为了更好地发挥大学生就业政策的效用,本文对美国、英国、日本、瑞士等西方国家在促进大学生就业政策上的经验进行了归纳,并总结出国外经验对江苏省的启示。在此基础上,提出了完善江苏省大学生就业政策的几点建议,包括:加快建设符合江苏省地区特点的大学生就业政策体系;进一步完善大学生就业的地方性法规;提高特殊政策的可操作性和激励性;建设、完善覆盖全省的就业公共信息服务平台;进一步规范就业市场、优化就业环境;注重发挥高校的主导作用以及加快灵活就业毕业生的社会保障制度建设等等。 关键词:江苏省,大学生,就业政策,国外大学生就业政策 上海交通大学 MPA 学位论文 江苏省大学生就业政策研究 III A STUDY ON COLLEGE GRADUATE EMPLOYMENT POLICY IN JIANGSU PROVINCE ABSTRACT At the present stage,with the rapid development of the training scale of higher education of our country, the problems revealed in the university student employment are more and more and become increasingly complex. Jiangsu province as a large education province, the number of colleges and universities and the number of college and university students rank the first in the whole country. The increments and total number of undergraduates in the province are tremendous; At the same time, or the economy in Jiangsu Province is also a large economy province, and most Jiangsu students who study in the colleges and universities of other provinces come back to Jiangsu province for employment meanwhile the other provinces students also come to Jiangsu province for employment, and in superaddition, the global economic crisis direct impact on the real economy of Jiangsu province attacks the province employment market, therefore, the employment situation is not optimistic. In order to effectively solve the problems of university students employment, and to ease the employment pressure of university students, and to ensure that the economy and society are harmony and sustainable development, and to maintain social stability, Jiangsu Province, in the national employment policy framework for university students, has introduces a series of policies to promote the employment of university students, and has preliminarily formed the employment policy system for university students of Jiangsu province. The implementation of these policies to some extent has eased the employment pressure of university students in Jiangsu Province and has resolved some outstanding problems of the employment of university students, but fails to achieve the desired result, and some policies have not been truly implemented, and have become an obstacle to the employment of university students. The main reason is: the policies are still in lack of innovation, and dont reflect the characteristics of the region; The policies are inadequate, not strong in feasibility; and the policy adjustment is at low level, thus it influences the policy role; The policy measures are in imperfection; The policy implementation exists partial to lose; In policies implementation, the 上海交通大学 MPA 学位论文 江苏省大学生就业政策研究 V leading roles of universities and colleges are not obvious, etc. In order to better play the effectiveness of employment policies of university students, this paper has summarized the experience in the promotion of employment policies of university students in the United States, Britain, Japan, Switzerland and other Western countries and has summed up the foreign experience for enlightening Jiangsu Province. On this basis, the paper puts forward several suggestions to improve employment policies of university students of Jiangsu Province, including: speeding up the construction of university students employment policy system in line with the characteristics of Jiangsu Province; further improving the local laws and regulations of university students employment; improving the operability and incentive of special policies; constructing and improving the province-coverage employment public information service platform; further standardizing the employment market, optimizing the employment environment; focusing on the leading role played by colleges and universities, as well as speeding up the social security system of flexible employment of undergraduates, etc. KEY WORDS: Jiangsu province, university student
