上海交通大学 MPA 论文 当代新华侨华人的侨务资源培育研究 I当代新华侨华人的侨务资源培育研究 摘 要 侨务资源是一种集人力（劳动力、智力） 、资金、文化、科技、信息及网络等资源于一体的资源系统。保护、培育和发展侨务资源，将是今后侨务工作的方向和战略任务。 新华侨华人是我国宝贵的侨务资源，是指改革开放以后出国的华侨华人，以海外留学人员为主。他们深受民族文化熏陶，拥有中国化的思维方式和观念；他们在海外留学、就业多年，普遍怀有强烈的爱国热情；他们拥有先进的技术与管理经验、东西方交融的知识结构和国际化的视野，是我国同世界各国友好交往与合作交流的重要桥梁。 新华侨华人参与各类社会活动后，逐步构筑成新华侨华人社会网络，反映出了鲜明的时代特征与现实意义，提供给了侨务资源流动更为便利和广泛的渠道，对侨务资源的培育有着不可替代的影响力。 新华侨华人的侨务资源培育， 关键在于构筑一种健康发展的社会网络，一使新华侨华人在情感上亲近国内社会，也被国内社会所接纳；二使其广泛接触国外社会，并在国外社会搏有一席之地；三是在“大统战”的管理模式下，充分发挥新华侨华人跨域性社会网络的优势。本课题研究的目的就在于：以侨务资源的重要组成部分新华侨华人为对象，运用社会网络理论，研究如何保护、培育和发展侨务资源，使侨务工作从普通的联络上海交通大学 MPA 论文 当代新华侨华人的侨务资源培育研究 II联谊、招商引资延伸到帮助提升新华侨华人的综合实力，从而促进侨务资源在质与量上的提升。 跨域性是新华侨华人社会网络的最大特点，也能从中折射出他们特有的社会价值和潜力。但同时，新华侨华人社会网络呈现同质性强、异质性低的状态，成为了他们社会化的障碍性因素。 本文通过对新华侨华人社会网络的分析，指出了目前新华侨华人资源传统培育模式存在的一些薄弱环节。如：政府部门垄断性操作导致运作机制僵化；将过多的精力倾注于引资，忽略了侨务资源的整体发展；对留居海外的新华侨华人的联系浮于浅表，忽略了海外重要的侨务资源；侨务资源的涵养问题，如华裔新生代的华文教育问题等。 面对新华侨华人为国服务的途径日益多样化，营造政府、社团组织、社会等共同参与的“大统战”模式，拓展社会网络优势已成为培育侨务资源的必经之路。尤其是鉴于新华侨华人在国籍、思想领域上的特殊性，商会、侨联、海联会、留学生家属联谊会等社团组织更能显现出团结凝聚方面的优势地位，应当发挥更大的作用。 本文对于培育新华侨华人资源方面的建议有：完善国内新华侨华人的社会化渠道；重视海外华人社团对于跨国网络构建的驱动作用和争取华裔新生代的文化认同。 关键词：新华侨华人 资源 培育 上海交通大学 MPA 论文 当代新华侨华人的侨务资源培育研究 IIITHE RESEARCH OF NEW OVERSEAS CHINESE AND FOREIGN CITIZEN OF CHINESE ORIGIN RESOURCE CULTIVATION ABSTRACT New overseas Chinese and foreign citizens of Chinese origin refers to those who went abroad after reform and opening-up,mainly overseas students. New Overseas Chinese and Foreign Citizens of Chinese Origin are Chinas precious overseas Chinese Affair Resources. They are deeply influenced by Chinese culture, equipped with Chinese-style thinking and concept. They have been studying or working abroad for several years, with strong patriotic passion. They possess advanced technology and management experience, knowledge structure mixed with east and west as well as internationalized horizon, bridging the friendly exchange, cooperation and communication between China and other countries. Reform and opening-up propels the transformation of the Chinese society and during this period, the fundamental character is rapid transfer from a homogeneous society to a polarized one. Field-crossing is the biggest feature of the social network of new overseas Chinese and foreign citizens of Chinese origin and it also reflects the social value and potential they possess. Meanwhile, the fact that the social network of new overseas Chinese and foreign citizens of Chinese origin is highly homogeneous but lowly polarized has posed obstacle to its socialization. By analyzing the social network of the new overseas Chinese and foreign citizens of Chinese origin, this thesis will point out current weakness of the development of the overseas Chinese affairs resources, for example, sonsortium organizations put much emphasis and efforts on capital introduction but neglect the general development of overseas Chinese affairs resources, the communication with the new overseas Chinese and foreign citizens of Chinese origin who are living abroad is superficial as well as the Chinese education to the next generation of overseas Chinese. Preserving, cultivating and developing overseas Chinese affairs resources is the direction and strategic task of the overseas Chinese affairs work in the future. As the way new overseas Chinese and foreign citizens of Chinese origin serve China is getting more and more diversifying, integrating the ways and expanding social networks advantage have become the inevitable choice for the sustainable development of overseas Chinese affairs resources. The authors suggestion to the expansion of the social network advantage is as follow: improving the channel of socialization of domestic new overseas Chinese and foreign citizens of Chinese origin, putting more emphasis on the driving force that overseas Chinese Unions have on the construction of the transnational network and trying to get the next overseas Chinese generation to agree with the Chinese culture.
