Dissertation Submitted to Hebei University of Technology for The Master of Engineering Degree of Project Management STUDY ON CONSTRUCTION COST MANAGEMENT OF PUMPING STATION RENOVATION PROJECT by YanXuePeng Supervisor: Prof. LiZiBiao May 2013 河北工业大学硕士学位论文 i 摘摘 要要 施工项目成本管理体系的研究是经济控制系统中的一个子系统。它同项目管理的任何环节都存在必然的联系，是施工企业生存和发展的基础和核心。施工企业同各种生产企业一样，都是以盈利为目的，用最少的投入获取最大的利润为目标，追求企业利润最大化。加强施工项目成本控制管理是关系到施工企业生存与发展的关键环节。 天津泵站投入运营时间较长，任务量重，随着城市化建设的不断发展，越来越多的雨水泵站和污水泵站的老化问题日益严重，影响到了讯期的正常使用，因此加快泵站的改造步伐，使之适应天津水务事业发展的需要是当前的重要课题。本文即在此背景下，以天津市泵站改造施工项目为分析对象，对泵站改造项目的施工成本控制进行研究。 首先，在分析工程项目成本管理理论研究现状和现实情况的基础上，对天津市泵站改造工程施工项目成本内容体系与特点、规划等内容进行分析，借鉴全过程成本管理的思想和系统分析的理论方法给出了天津市泵站改造工程施工项目成本管理的工作流程。 其次，对泵站改造工程项目施工准备阶段的成本管理进行研究。在提出泵站改造工程项目成本预测原则的基础上，给出泵站改造施工过程设计和材料清单价格编制的理论判断依据，并依据此，研究制定了泵站改造工程项目成本计划目标和具体内容，为成本控制提供依据。 再次，对泵站改造工程项目正常施工阶段的成本管理进行研究。对泵站改造工程项目施工阶段成本控制组织及分工进行研究，提出建立以项目经理为核心的泵站改造项目成本控制组织体系及责任制度。进一步依据泵站改造项目成本控制方法，提出泵站改造项目的成本控制目标和要求，并研究给出具体的成本控制措施。 第四，对泵站改造工程项目竣工阶段的成本管理进行研究。根据泵站改造工程项目的成本目标和要求，基于泵站改造工程成本分析方法，对泵站改造工程月成本、年成本及综合成本进行分析，提出了泵站改造工程项目成本考核内容。 最后，对泵站改造工程项目成本管理的发展趋势进行分析，总结了现行成本管理体系的局限性，展望了泵站改造工程项目成本管理的发展趋势，为实际管理工作提供了启示性指导。 关键词关键词：泵站改造工程；成本管理；全过程成本管理；成本控制； 泵站改造施工成本管理研究 ii ABSTRACT Construction Project Cost Management System is a subsystem of economic control system. It has link with any part of the project, in exchanging the foundation and core of the construction enterprise developing and survival. Construction enterprises with various production companies, are for profit, with a minimum investment for maximum profit as the goal, the pursuit of profit maximization. Strengthen the construction project cost control management is the key aspects related to the construction of enterprise survival and development. Tianjin pumping station put into operation a long time, which have heavy task, with the continuous development of urbanization, more and more water pumping stations and sewage pumping station increasingly serious problem of aging, affecting the normal use, thus speeding pumping station pace of reform to adapt Tianjin water business development needs is currently an important issue. This dissertation is in this context, to Tianjin Pumping Station Construction Project for the analysis object, pumping station renovation project construction cost control research. First, taking project cost management theory research status and reality into account, I give the pumping station renovation project content system construction project cost and features, planning, content analysis in Tianjin, and drawing on the idea of the whole process of cost management and systems analysis theoretical method give Tianjin pump Station Improvement Project construction Project Cost Management workflow. Secondly, the pumping station renovation project preparation stage of construction cost management was researched. In the proposed pumping station renovation project cost estimate principles, Pumping Station construction process design and materials prepared list price judgments were given. And based on this study and formulate the pumping station renovation project cost plan objectives and specific content, to provide the basis for cost control. Again, the normal construction phase cost management of the pumping station renovation project was researched. The project cost control organization and division of labor in Pumping station renovation project on the construction phase was put, and a project manager at the core of pumping station renovation project cost control organization system and accountability were established. Further based on pumping station renovation project cost control method, I proposed pumping station renovation project cost control objectives and requirements, and to study the specific cost control measures are given. Fourth, the pumping station renovation project completion stage cost management is focused. Finally, the pumping station renovation project cost management trends was analyzed. This dissertation summed up the limitations of the current system of cost management, and prospected pumping station renovation project cost management trends for the practical management work which provides revelatory guidance for now jobs.
