基于生态伦理观的地区经济可持续发展研究 I 摘摘 要要 本文的研究从工程管理学、伦理学、经济学、社会学和文化学的视野，对地区的生态伦理问题、实现经济与生态和谐发展的系统、机制等问题，运用工程管理的分析方法，进行全方位的观照，为可持续发展生态伦理观提供理论的佐证和典型的实例。 首先，对可持续发展和生态伦理观进行了综述，主要叙述了选题的目的、意义，国内外研究的现状及论文的逻辑思路、创新之处，叙述了生态伦理与可持续发展的关系，即人与自然关系的价值转向、生态伦理的社会尺度以及在全面、协调、可持续发展的实践中构建生态伦理。 其次，指出了人类中心主义与可持续发展和生态伦理观关系。主要包括生态伦理的产生，人类中心主义的形成，以及由此带来的反思；在研究可持续发展生态伦理观的渊源、内涵的基础上，提出了当代中国的可持续发展生态伦理观。 第三，提出了全面公平原则、综合效率原则是一个系统，二者相互补充相互统一。全面公平是基础，综合效率是对他的升华。在宏观层面，可持续发展生态伦理要求决策与执行生态化；在中观层面，可持续发展生态伦理表现为生产与增长生态化；在微观层面，可持续发展生态伦理主要内容是生活与消费生态化。 第四，论述了实现地区经济和谐、生态和谐与社会和谐的互动关系。一是社会伦理原则，代内公平是起点，代际公平是未来，环境公平是保障；二是经济伦理原则，经济效率是基础，生态效率是保证，要解决二者之间的悖论，必须把生态效率视为经济效率的内在要素；三是生态伦理原则，生态和谐、经济和谐、社会和谐等和谐理念是生态伦理的核心，也是实现中线渠首地区经济与生态和谐发展的基础。 第五，从微观层面探讨了经济发展与生态和谐关系。主要阐述了可持续发展生态伦理观在南水北调中线渠首地区的具体运用。论文以可持续发展生态伦理观为指导，通过对南水北调中线渠首地区人文地理等概况及存在的对可持续发展障碍因素的剖析，中线渠首地区还存在着区域协作不够协调、企业经济发展缓慢以及居民个人的生态意识薄弱等问题。因此，我们必须要做到省际之间要加强合作、建立共赢观念和利益均衡机制、加强部门之间的协作。在中观层面，中线渠首地区湖北、河基于生态伦理观的地区经济可持续发展研究 II 南和陕西三省区域发展、企业发展过程中，从企业生产方式、经济增长方式以及地方发展方面都应做到与生态环境和谐发展。在微观层面，我们要坚持对公众的绿色教育，培育公众绿色环保意识；倡导绿色消费方式和绿色生活方式。 第六， 经济结构布局是一个地区经济发展与生态和谐的重要指标。南水北调中线渠首地区经济发展与生态和谐的目标是保证最佳的水质水源、完成最大的绿色覆盖、实现最小的水土流失、建设最好的生态环境和取得最优的协调发展。基于这样的目标，渠首地区的经济结构布局应该是全面发展生态农业、积极发展生态工业、大力发展生态旅游业。 最后，本文试图建立一套针对南水北调渠首地区经济发展与生态和谐性的绩效评估指标体系，包括指标体系设计原则及绩效评估模型综合指数评价法等，即是对南水北调中线渠首地区经济发展与生态和谐发展的考核，同时也是为更好地实现渠首地区可持续发展提供参照。 关键词 可持续发展 生态伦理 经济和谐 生态和谐 社会和谐 基于生态伦理观的地区经济可持续发展研究 III Abstract In this dissertation，we discuss the viewpoint of harmoniously-developing ecological ethic， do a great deal of research on the relation between ecological ethic and harmoniously development， such as relationship of human and nature， social criterion of ecological ethic and construction of ecological ethic through comprehensive， harmonious and harmoniously-developing practice. From the view of connotation and origin， we put forward the viewpoint of harmoniously-developing ecological ethic and its functions. On the base of viewpoint of harmoniously-developing ecological ethic， we macroscopically discuss ecological decision and execution， that is to say， the ecological political decision， the ecological economical decision and the ecological nomocracy decision; we medium discuss ecological production and increase， that is to say， the ecological economic benefit， the ecological production mode and the ecological increase mode; we microcosmically discuss ecological life and consumption， that is to say， the ecological ideology， the ecological consumption mode and the ecological life fashion. In this dissertation ， we discuss comprehensive fair principles of harmoniously-developing， so that to put forward fair principle of inter-generation， fair principle among generations， ethic efficiency principle; we discuss comprehensive efficiency principles so that to put forward economic efficiency principle， ecologic efficiency principle and ethic efficiency principle; we discuss inter-harmony principles so that to put forward comprehensive fair principle and inter-harmony principle. We analyze the general situation and disadvantages in the head district of mid-channel of NSBD project， so as to macroscopically illustrate the administrative cooperation and the ecological harmony， to illustrate the relationship among enterprises production mode， economy increase mode， regional protection and ecologic harmony; to microcosmically illustrate green ecology education， proposing green consumption mode. In chapter 6， we do a great deal of analysis on principles about the viewpoint of 基于生态伦理观的地区经济可持续发展研究 IV harmoniously-developing ecological ethic in the head district of mid-channel of NSBD project， such as social ethic principle， economic ethic principle and ecological ethic principle. Meanwhile， we discuss mechanism of Relationship Between Economic Development and Ecological Harmony in Project of NSBD. The first is ecological mechanism which promotes to establish green education mechanism， to construct integrated ecological compensating mechanism. The second is economic mechanism which promotes to establish continually developing production mode， to put green consumption mode in practice， to popularize circulate economy mode. The third is social mechanism which promotes to enhance rule of laws， to carry humanity emigration policy into execution. At last， we establish the performance-evaluation indexes and its system for the head district of mid-channel of NSBD project， and build up mathematics model for this evaluation system.
