1摘 要随着移动互联网的日益普及， “互联网+“互联网思维“正深刻地影响着人们社会生活的方方面面。互联网构筑了民意表达和民意诉求的时代大舞台，让普通民众的话语权得以实现和拓展，这有助于加快我国社会主义民主政治建设的进程，有助于推动我国改革与开放的宏图大业。作为民众热议焦点之一的教育，如何能够适应这个历史性转变，充分关注基于互联网的教育舆情，充分发挥互联网的作用，实现“互联网+“促进教育现代化与教育的可持续发展，办出让人民满意的教育，不能不成为我们所必须积极面对的重要问题。中国教育系统作为中国社会的重要子系统，既具有自身的结构性与系统性，同时也与整个社会存在普遍的联系及相互影响。社会环境作为宏观背景决定着教育网络舆情主体思维模式与行为模式的构成；教育环境决定着教育网络舆情事件的发端与消弭的基本逻辑；媒介环境决定着教育网络舆情信息的流转及影响的施加过程。网络舆情研究是一个新的社会科学与自然科学交叉的研究领域，已经成为教育领域新闻宣传工作的重要组成部分。研究教育网络舆情的演变规律是引导教育舆情的必然要求，教育网络舆情的引导策略是学校宣传思想文化建设的重要内容，也是研究发展教育舆情理论的重要内容。我们可以发挥网络舆情的思想教育功能、行为导向功能，营造符合我国社会主义核心价值观的文明网络环境，引导网络舆情，拓展其积极面，压缩其消极面，使之更加符合我国社会主义网络健康、积极、向上的本质特征，用正确的网络舆论去引领和鼓舞学生，使社会主义核心价值观内化为学生们的强大精神动力。本文在总结相关研究的基础上，采用从一般到特殊的方法，分析了教育网络舆情的内涵、外延，形成模式，包括“线性模式“和“动力模式“、渐进模式和突发模式、人际模式和群体模式及教育网络舆情的主要特征：积聚式爆发，增长快速，舆情涉及面广、舆论关注度高；敏感度高、后续影响大，舆情复杂多变，走向难于判断；易出现观点偏差和宣泄性情绪，“群体极化“效应明显；现实与虚拟相互交融，“线上“线下“合流趋势明显；多主体互动，传统媒体与新媒体实现“双议程设置“。2本文以理论研究和舆情实践为出发点，发掘出教育网络舆情的正能量-育人价值，希望一定程度转变教育网络舆情在人们意识中存在的负能量误区。“议题“要讴歌真善美，贬斥假恶丑；践行互联网精神，形成合作共赢思维；培育公民意识，明晰行为准则。形成由需求驱动的育人价值生成机制、由媒介驱动的育人价值传播机制、由心理驱动的育人价值认同机制。要建立共同价值愿景，破除发掘育人价值的思想认识障碍；正确运用基本规律，始终确保育人价值实现的正确方向；完善机制，破除影响育人价值实现的保障性障碍；加强队伍建设，切实提供育人价值实现的组织保证。我们对国内教育舆情事件进行了个案观察，比如国家中长期教育改革和发展规划纲要（2010-2020 年） 的舆情应对是问计于民的成功尝试、 北京教育主管部门舆论引导分析-以“北京中高考改革“事件为例 、中小学生体质健康是少年强则国强的重要基础、 “异地高考”网络舆情是社会关注的热点难点事件等等，并对教育部直属高校北京化工大学党委副书记兼副校长任新钢、北京市属高校北京第二外国语学院党委书记冯培进行了深度访谈，总结了两所高校的相关经验及启示。通过对六个个案的分析，在教育网络舆情事件引导现状上，按照舆情事件的爆发燃点、传播特征、主题规律、平台载体、后续发展等，将教育网络舆情的引导策略初步分为：倡导网络参与（紧抓特点参与其中） 、遵循传播模式（按照规律隐性引导） 、重视舆情周期（分析时间、学术、时事周期设置预案） 、利用新媒体工具（针对“自媒体“特性抢占先机） 、柔化后续效应（蝴蝶效应冷处理）五大类，从舆情特征与引导策略两个角度加以展开。在效果分析中，笔者发现教育网络舆情引导主要有教育网络舆情研判能力不佳、新媒体运用能力有待提升、舆情引导工作不够深入、舆情队伍建设尚不完备、舆情修复工作不受重视等。本文详细梳理了教育网络舆情演变的一般规律：涨落规律、序变规律、冲突规律、衰变规律和教育网络舆情演变的特殊规律：正态型演变规律、指数型演变规律、泊松型演变规律、波动性演变规律以及主题演变的大致规律（动态发展态势、话题多次转换趋势） 。最后，结合当前教育发展实际，本文试图构建了教育网络舆情的指标体系，阐述了教育舆情引导的理论依据。并对中国教育网络舆情发展进行了展望，提3出了教育网络舆情引导策略与建议：要加强舆情监测与预警，提升舆情研判能力；要熟练运用网络技巧，提升新媒体运用能力；要重视“意见领袖“的作用，提升舆情引导能力；要加强校园舆情队伍建设，提升舆情处理能力；要重视事后的形象修复，做好善后处理工作；并提出了应对流程步骤等。同时，本文提出要高度重视教育舆情危机公关，从应急处置转移到应急准备；结成舆情应对结构性主体；有意识地设计、推动关键性信息的传播；明确追责诉求，不以简单惩罚偶然性因素背后的责任人为最终解决方案；通过制度设计，完善教育内部治理结构，构建公平正义的教育环境。关键词关键词：教育舆情；网络；引导策略4AbstractWith the growing popularity of mobile Internet, “Internet +” “ Internet thinking” is a profound impact on peoples social life in all aspects of the.
