PARADIGM HOUSING GROUP LIMITEDJOB DESCRIPTIONPOST:Project ManagerDirect Reports:NoneRegular Contacts:Regional Head of Development, Managing Director Development (Delivery/Special Projects), Colleagues across the Development department, Sales and Marketing Team, Area Housing Team, Customer Services, Finance Department, asset Management, Paradigm Residents, Board Members, Local Authority Officers, External Consultants.RESPONSIBLE TO: Regional Head of Development DeliveryJOB PURPOSE: 1.To be fully responsible for a variety of complex development projects from inception to completion with minimum supervision. 2.To pursue development opportunities and develop effective working relationships with existing and potential business partners.3.To lead and manage project teams effectively.KEY ACCOUNTABILITIES: The Post holder will be responsible for:Ensuring projects comply with Homes and Communities Agency funding requirements and procedures and with Paradigm Housing Group development standards and procedures.As a project co-ordinator, manage all development projects undertaken, including briefing, instructing and monitoring professional consultants and advisers and liaising with all parties concerned. Oversee detailed stages of development projects from feasibility to completion and act as a point of liaison between tenants, consultants, contractors and colleagues within the Group.To develop development briefs and agree realistic project plans and effectively project manage to ensure delivery. Use sound judgement to make decisions regarding design quality, procurement, financial development modelling, tenure mix etc to effectively lead the development process.Identify and appraise new development opportunities.To effectively liaise with the Homes and Communities Agency, other agencies including local authorities and RSLs regarding project management, draw down grant and submission of bids. To effectively negotiate with planners, house builders, local authorities and other stakeholders in order to effectively deliver schemes to time constraints, cost budgets and quality indicators. Maintain communications with agents, developers, local authorities and the Homes and communities agency to facilitate the delivery of new projects. Effectively communicate with colleagues throughout the Group to progress projects, ensure that their essential requirements can be met and to provide them with professional and technical support relating to the development function.Plan and manage all other resources and assets including budgets, IT and communications systems to agreed standards and budgets, identifying improvements and efficiencies that lead to effective project management.Develop effective two way communications channels with customers, stakeholders, staff and colleagues that underpin our values and corporate strategies. Create and identify opportunities to develop own skills and knowledge. Identify learning outcomes from previous projects. Ensure that lessons learnt from previous projects are fed back into our procedures and systems to ensure that we are continuously improving.LEVEL OF AUTHORITY: Project budget setting and budget management. Responsibility for authorising payment in line with organisation payment procedures. Making decisions to resolve project issues with support of professional project team. Where financial impact is within approved levels and within design guide. Advising senior management of any variations to project expenditure or when board authority is likely to be exceeded, so that revised approval can be sought.REQUIRED OUTCOMES FROM POSTSuccess in this post will be measured by:- Delivering projects with minimum defects which meet or exceed Paradigms design standards. Meeting Paradigm and HCA programme timing requirements. Demonstrate effective budget controls ensuring schemes are delivered at or below budget. Demonstrate active participation in progressing the organisation and the department.PERSON SPECIFICATIONKnowledge and Skills Required. Affordable Housing sector knowledge and experience. (P) Knowledge and understanding of the HCA capital funding procedure guide. (P) Previous experience of managing residential development projects including an understanding of contract management, planning, legal aspects of development. (E) Experience of managing a team of external consultants. (E) Ability to deal with complex issues and to find pragmatic and common sense solutions. (E) Comprehensive knowledge of Risk Management and health and safety (E). Ability to communicate verbally and in writing to a high standard (E) Able to manage budgets (E) Strong negotiation and influencing skills (E) Excellent time management skills (E) Excellent Presentation skills (E)
