IntroductionAfter its handover to the Peoples Republic of China, Macao Special Administrative Region (MASR) has witnessed phenomenal changes in its politics, economy, and peoples livelihood. However, along with its rapid economic expansion, labor shortage has become a serious problem affecting Macaos further economic development. Because of the lack of skilled workers, Macao is in need of more foreign labor than before.Problem Statement (150字)In 2004, Mainland, Hong Kong and Macao concluded and signed the famous Closer Economic Partnership Arrangement (CEPA), pushing kinds of strategies of free exercise and other measures to stimulate Macaos economy to achieve rapid growth. It help Macaos GDP exceeded 170 billion patacas from four consecutive years of negative growth before the handover in 2008,which was 3.6 times that of 10 years ago. Generally speaking, Macau residents has been significantly improved. From 1999 to 2008, the average monthly wage of Macao residents rose from 4,900 patacas to 8,500 patacas, which is 1.74 times that of 1999. People are the real masters of the rights where freedoms are fully protected. Nowadays, there are more and more foreign labor in Macao. And the fast development of casino makes the need of skilled labor an urgent need. The MSAR Government has implemented a policy of introducing foreign labor to ease the human resources bottleneck. Statistics at the end of December, 2008 showed that there were 92,161 non-local workers in Macao, or 28.5% of the total employed population. This figure highlights the importance of foreign labor in Macaos economy. In the 400-odd year history since its opening as a free port in 1557, Macao handover to the motherland on December 20, 1999 certainly marked a new era. The MSAR Government took economic growth as its top priority and liberalized the gaming industry in 2002, a truly ingenious political action. An unprecedented outburst of economic and social vitality swept Macao and from 1999 to 2008, Macaos GDP grew from 47.287 billion patacas to 1,718.67 billion patacas, an average yearly growth rate of 13.3%; its per capita GDP increased from 110,000 patacas to 310,000 patacas, second only to Japan in Asia; unemployment rate dropped from 7% to 3%; total gaming revenue in 2007 exceeded that of Las Vegas, enabling Macao to become the worlds largest casino city.Central Government has strictly implement the policy of One Country, Two Systems, stick to the policy of Macao people governing Macao by providing a high degree of autonomy, non-intervention in internal affairs of the SAR. Macao people have freedom of speech, freedom of press, publishing, religion and assembly, even freedom of procession and of the election.In recent 10 years, the number of universities in Macau rises from 4 to 10,where is one of the few countries and regions that implement from primary to high school off a-15-years of compulsory education. Macao established universal health care, health and disease prevention and control system.The history of Macao succeeded as the World Heritage city; which successfully holding a number of major international sporting events, including the East Asian Games in 2005.The practice has proved that the one country, two systems in Macao has been a successful practice. Literature Review (400字)Immigration theory is on the basis of the research of African immigrants in both rural area and urban area and it is brought up by some famous scholars called M.Kritz, L.Lim and H. Zlotnik (Borjas, George J. 87). The theory believes that the international population movement is a product of specific economic relations, referring to specific political factors, cultural factors and a product of historical factors. Its flows occurrence possesses a clear geographical tendencies and characteristics in the context of global integration that will form much relatively independent immigration system. That is to say, immigration system is composed by two countries or regions that are exchanging with each others with complicated relationship between export countries and import countries in order to deeply reveal the specific motives and characteristics of immigration.Mark Rosenzweig, Mark Rosenzweig, Guillermina Jasso, and other peoples research shows that every new immigrants moved to a new place, generally can be brought about 1.2 foreign workers in 10 years with new class immigrants. In the metropolis, in terms of immigrant groups with their large-scale stock motherland immigration, it is a very valuable network of wealth, but it also help to predict the future migration scale of this country as one of the most important symbols. Mark Rosenzweig, and Guillermina Jasso, found that the variable makes the role of other variables significantly reduced by putting stock of immigrants into the regression equation.
