YetthevowsofthisNationcanonlybefulfilledifweinthisNationarefirst,and,therefore,weintendtobefirst.Inshort,ourleadershipinscienceandindustry,ourhopesforpeaceandsecurity,ourobligationstoourselvesaswellasothers,allrequireustomakethiseffort,tosolvethesemysteries,tosolvethemforthegoodofallmen,andtobecometheworldsleadingspace-faringnation. Wesetsailonthisnewseabecausethereisnewknowledgetobegained,andnewrightstobewon,andtheymustbewonandusedfortheprogressofallpeople.Forspacescience,likenuclearscienceandalltechnology,hasnoconscienceofitsown.Whetheritwillbecomeaforceforgoodorilldependsonman,andonlyiftheUnitedStatesoccupiesapositionofpre-eminencecanwehelpdecidewhetherthisnewoceanwillbeaseaofpeaceoranewterrifyingtheaterofwar.Idonotsaythatweshouldorwillgounprotectedagainstthehostilemisuseofspaceanymorethanwegounprotectedagainstthehostileuseoflandorsea,butIdosaythatspacecanbeexploredandmasteredwithoutfeedingthefiresofwar,withoutrepeatingthemistakesthatmanhasmadeinextendinghiswritaroundthisglobeofours.
